COL Nickolas T. Kioutas


Project Manager
Positioning, Navigation, and Timing

Colonel Nickolas Kioutas is the Project Manager Positioning, Navigation, and Timing (PM PNT). Prior to becoming Project Manager, COL Kioutas graduated from the Army War College in Carlisle, Pennsylvania. Before attending the War College, he served in the Pentagon as the Chief of Staff for the Office of Process Innovation and Integration, where he spearheaded the SECARMY and Chief of Staff of the Army's acquisition reform efforts.

COL Kioutas began his Army career in the Aviation branch, flying CH-47 Chinook helicopters, and commanding units in South Korea and Fort Bragg, North Carolina. After Company Command at Fort Bragg and the Combined Logistics Captain's Career Course, he transitioned to the Acquisition Corps and began his first acquisition assignment as a Combat Developer at the Army Cyber Center in Fort Gordon, Georgia. During this assignment, COL Kioutas began his longtime involvement with robotic and unmanned systems development, which spanned the range of acquisition and command activities to include requirements development, science and technology development, program management, testing, sustainment, and operational command. Highlights include assignments as the Deputy Commander for Task Force Observe Detect Identify Neutralize (TF ODIN) in Iraq, the Product Manager Joint Robotics, the Product Manager Small Unmanned Aircraft Systems, and the Product Manager Unmanned Aircraft Systems Modernization.

Mr. Michael J. Trzeciak

Deputy Project Manager
Positioning, Navigation, and Timing


Mr. Mike Trzeciak is the Deputy Project Manager for Project Manager Positioning, Navigation, and Timing (PM PNT). Since 2015 he has served in both the Project Manager and Deputy Project Manager positions. Mr. Trzeciak previously spent three years as the Director of Engineering and Acquisition for the Joint Project Manager Guardian, providing leadership and guidance to three different Joint Product Managers and 36 different programs and projects. In 2009, Mr. Trzeciak was selected as an Army Acquisition Fellow and held numerous demanding positions, including assignment as an APM for Increment 2, PM FCS, as a DASC for JPEO CBD, and as the acquisition lead for PdM PNT, PdM Aerostats, and PdM MATIC as part of the Program Executive Office Intelligence, Electronic, Warfare & Sensors (PEO IEW&S) Headquarters staff. Mr. Trzeciak also supported critical JIEDDO and REF quick-reaction capabilities in RDECOM for spent seven years. With 21 years as a Chief Warrant Officer in the U.S. Army, Mr. Trzeciak is driven to support the Warfighter with the most advanced capabilities in the world to ensure mission success and the safe return of deployed forces. His leadership philosophy is to take responsibility, empower subordinates, and instill courage and honesty to make the hard decisions.
